Your telegram of 29th September Confidential Salaries

Hynes as a member of the Council who has already advised on

temporary increases and who will have to review Commission's

recommendations, prefers not to serve. Further his duties

as Chief Manager of Hong Kong and Shanghai Banking Corporation

make it difficult for him to devote sufficient time for the

work. He suggests substitution of independent commercial

member. Lauder,

General Manager of Union Insurance, Canton,

is eminently suitable and will consent to serve. I request

authority for change.
